Well no they are not cactus seeds, but they are succulent seeds. The seed would be the small dark thing on the end of the fluffy white part. Sorry I have no idea what the plant is, but I would love to take a few off you hands.

I think it might be Senecio kleinia = Kleinia neriifolia.

Desert Rose Plants at Sego Nursery on Burbank Blvd. and Laurel canyon they have 6 of them, look great, and go for the standrard price, go and take a look. Norma

Hi.Looks like the flowers weren't pollinated.So,probably not self-fertile wich means you need a 2nd plant,same species but different clone.(These plants are easily (and usually)multiplied from parts of the stems (stem-cuttings)).Hope this helps.T.
