use a fertilizer that has micro nutrients.

enlarge the base around the tree, about another foot or two.

pull out all the grass and weeds.

I did put in micronutrient feeding spikes, twice now actually, and like I said, it perks them up a little bit for a little while but then back to yellowing and the oranges not actually getting orange.

does your area have greening disease? non-symetrical yellowing on leaf is a symptom. does all the yellowing leaf show this?

JSmith, ditch the fertilizer spikes, they just don't work well. Go to a good garden center and pick up some quality citrus fertilizer with micros. You'll want to fertilize every 2 to 3 months during the warm season (February through about October). Having a new tree drop fruit is not unusual at all. Citrus, even mature citrus, set way more fruit than a tree can eventually support, so you will always see fruit drop at at least two different growth intervals - the bb size and then again at about golf ball size. Quite normal, and normal for a newly planted tree to drop all its fruit as it established itself.

You know, it very well might be greening disease which would make me really sad. I live in Florida, so yes, it's in the area.

And I had a few small fruit fall off and I knew that was due to the age of the tree and the recent planting, but the remaining fruit are about 2/3rds the size of a baseball, green, and have been exactly the same size and color for well over a month now, probably two.

Your tree looks perfectly fine, if not a bit underfed. If you are looking for orange fruit, you may have to check back in November through March. If these fruit are from the spring flowering, you have a longer wait on your hands. If you know the variety, I am sure some Florida members will be able to tell you when to expect the fruit to mature in your area.

I don't know what's wrong with your tree, but it's best for it not to produce fruit the first year. It needs to make a good root system. I'm in Houston, and we have lots of citrus here and that's what we're told by the wholesaler, who produces them locally, and the ag agents.

Do a soil sample with your Local Extension agent. The Agents are glad to help. It is cheap way to get you going on the right road.

To be honest that pic looks like an old leave. Could just be its time to drop. Your other pics dont look bad. Maybe just increase the area around the roots(get rid of some more grass) and ditch the spikes for some real food.
