Deficient Ruby Red-What to add?

I have a ruby red that does not look good. I live in Brevard county in Florida 1500' off the beach. My soil is alkaline (apprx pH of 8) and I try to keep my well water (salty with alkaline pH) off of them. I know this is not the most ideal place for a citrus tree. But I have a persian lime that is doing fine (actually just pushed out a lot of new dark green growth) and a unknow (came with the house) citrus that is going just as good.

I fertilize with citrus tone as recommended by the bag ,spray AG citrus nutritional spray as reccommended and foliar spray with maxicrop monthly.

The plant was put in the ground last year around the beginning of May and looked fine with dark green leaves and even pushed out new growth. Then it went dormant (kept the leaves) during the winter, but the leaves started turning more and more yellow. Now with this grow season is has not put out any new growth and is the worst it has been in terms of yellow leaves. As mentioned before there are two other citrus trees on the same side of the house (W) and within 50' and on my property I have 4 mangos, a lychee, star fruit, bananas, papayas, and a sapodilla that are growing/fruiting.

Any suggestions on what to add/do? I would like to keep it as organic as I can.
