The climber can be taller than the fence to an extent, say 25%-35% of it. As the main canes arch over, the top of the cane's arch can extend and be fine in the air above the fence a foot or two or three depending on the size, stiffness and strength of the main canes. Here is a picture of that: Then when laterals (secondary, blooming canes) sprout from the main large canes, that will add some additional height and screening. Here is a picture of that: I live in the foothills of OC, where the Santa Anas have gotten to 90mph, and you will need a STRONG structure. Attachment to the wall isn't going to be enough. Also the roses need to be well tied to the structure before the windy season arrives, so they don't scratch themselves into destruction. Also realize it's not going to be instant coverage or screening--the roses are going to take 2 to 4 years to develop large canes and laterals. If you only need spot screening, tuteurs or towers or tripods make beautiful garden structures long before the roses grow to cover them. After 10 years of rose growing in the Santa Ana winds, the key thing I've learned is to make sure the rose canes are securely tied to the structure right BEFORE the winds start in October or November. Otherwise you get a lot of damage and you're losing a lot of your rose. The canes may not break but they lash against each other so much they scratch the heck out of each other. If they are well secured the winds can potentially strip all the leaves off, but the rose is fine and will grow new foliage quickly.

Hi Mickey! I haven't been around much either. Garden he*! doen't sound like much fun. Glad you busted outta that joint! Bras huh? would probably work, especially the underwire types. I used to work at a fine retail establishment in the clothing section and we had a couple lines of bras that went to a size 50 C Or D if I recall. Probably could use them for melon slings. I wouldn't wish that much chest on my worst enemy. (Grin.) Mary

can't comment on cheap as I was just using up leftovers, but I can comment on working well. I drove a pvc pipe by each plant as I planted them, pre-drilled with holes in a row. I used pvc covered electrical wire and ran it between them so the result was much like a small fence. I used panty hose to tie the stems to the pvc and to tie branches to the wire and it seemed to keep the plants up off the ground just fine. I don't think you'd have to go to the expense of pvc covered electrical wire, could probably use clothes line just fine. I tied my plants as they grew, you might need to adapt a little, perhaps use a zig zag pattern so the wire would sort of be around them and thus provide more places to tie.

Thousands of gardeners have used this technique for years...would they still be using it if it did not work? With simple staking there will be a need to add support strings/cloth to hold the plant to the stake...there will be rubbing against the plant in that situation, also. But, sure, given the right wind and situation anything is possible with any setup, be it string, rings, wood braces, etc.,. With a continuous rubbing of the string the plants sometimes build up a "callous" at those points to further protect themselves from the chaffing. I've seen the "Florida weave" used by lots of market growers. I would think a bamboo stake 1" at the small end should be adequate to hold a pepper plant up provided the stake is embedded deeply into firm ground. I wouldn't fool with the plastic plant clips you linked to...use some cotton scraps, strips of ladies' nylon stockings,...soft material that you could cut into 1/2" or so stirps.
