The best way to get some help would be to get those pictures posted. Do you have a photobucket/picture sharing site account? If not, you'll need to sign up and upload your pictures. Then under "sharing" or "share this image" you should see a couple of different options. HTML is what you're looking for. You want to post the HTML code in your message and voila! Picture.

I am providing a link to view the photos. Let me know if you can view them. These were taken back in May. The tree looks even worse now. There is definitely something eating and killing it. I just sprayed it with Malathion. I will do that once per week, and I will either kill what's killing the tree, or kill the tree quicker. Let me know if you can help me.

I am trying to kill some pretty ferocious pests that are attacking my citrus. The neighbors are complaining about the smell from the Malathion that I am spraying. Any less odorous alternatives to Malathion? Thanks.

Can you take some close up pictures of the affected leaves and areas?

I am trying to start a thread today with pictures of various citrus problems showing up in leaves. I posted a bunch of mine this today. You might want to add your pictures to that thread too. If you use flickr I can tell you how to post pictures directly onto the forum. I am new to citrus so I doubt I can be of help to you. You might also take a look at the pictures I posted to see if your leaves look like any of mine.

Just a guess...Maybe Citrus Leafminer?? See link below and see if that is what it might be? "If" it is...I don't think its usually fatal to the tree itself(unless the tree is very young and not yet established)?...at least not in my case, just makes the tree very unattractive. Here in FL almost all the trees have it, they don't affect the fruits just the the leaves aesthetically. I have Meyer lemon, Kumquat and Calamondin and all my neighbor's citrus trees have it too, but we still get fruits every year. See the link below and hopefully you can tell if its similar or not. Wish I could have been more help.

orangetman, the images you've shared show symptoms that could be caused by several things: mites, aphids, virus, and maybe things that I'm not thinking of. Take one of the affected leaves from the tree and inspect the upper and lower surfaces very carefully. An inexpensive magnifying glass will help.

You should know that malathion is a chemical quite famous for causing an dramatic INCREASE in pest populations because it is so deadly to beneficial insects. It certainly should never be applied to your plants without you knowing for certain what might be the culprit. You're shooting yourself in the foot, so to speak.

Most of the citrus pests that I see on a commercial scale affect the quality of the fruit but really don't harm the tree bad enough to make it look like your tree unless they are carrying tristeza or some other disease.
My first guess from looking at the pictures is to fertalize but you said you already did and I'm going to assume you gave the right amount. If deficiancy were a problem any amount should have helped.
What does the rest of the trunk look like? I see the rootstock in the first picture and it looks ragged and crevised for lack of better terminology. Washingtons aren't really a good match for dwarf rootstock so it may be that the rootstock is curling over and pinching off growth at the graft. Is the rootstock signifigantly larger than the rest of the trunk? If so you can prune heavily to draw out the life of the tree but replacement is enevitable.

Tough to see enough detail. But looks like sun damage due to insufficient water.

What have the prevailing temps been?

And how do you water? How often; how long; by what method; and where??

Looks like Citrus Thrip damage to me.
