Choosing a vine for a split rail fence.

Hello,

I need some help choosing a vine to grow along a split rail fence. It runs along my property line at the base of a short slope. The soil stays wet to moist in the spring and summer because I have several 1/2 barrels with fig trees and other plants on the slope that are drip irrigated and drain onto the slope. The fence is between two houses about 40' apart and runs East-West, so it gets full sun for mid day, but is blocked by one house or another in the AM and PM.

I would prefer an evergreen vine that flowers. Any suggestions? Thanks.
