Grapes on a split rail fence

I'm new to growing grapes. I plan on doing seedless reliance and seedless concord. I just installed a new split rail fence yesterday and have a few questions. My idea is that I would plant at the corner and have the canes traveling both directions (rails are 11 feet). It's a 2 rail fence with the bottom rail being about 16 inches off the ground. Is this too low for the first row of canes? I thought that I would have 4 per plant but that seems a little low. Should I just have them on the top rail? Also, this fence borders the road and with ample snowfall and plows, it's likely the the entire fence will be covered in snow through the height of winter. Will this effect the vines?

Lets pretend that the rails don't angle down to the ground. We discovered we were 2 posts short while installing. It will be horizontal like the road side.
