Very bare-legged montana Elizabeth

Howdy......I have a montana Elizabeth that is going into its third season in my yard (I think it was a two-year old when I planted it, so it's actually @5 years old). First two years I got lots of green leaves, top to bottom, plus plenty of blooms. This year, I'm noticing that it's blooming right on time, but fewer blossoms and almost NO leaves, especially from about 4' to soil level. My other clematis all seem to be doing OK with the same TLC--a light application of organic tomato fert in late March--a tip I picked up on this forum, I think. The montana is the only one that seems to be limping along where leaves are concerned. One of its roles is to screen my yard from the neighboring property, so I'm a little concerned about the sparse greenery!...........Thoughts? Thanks!
