Festuca Rubra Molate - growing native fescue from seed?

Hi all,

I purchased some seed from Theodore Payne recently - 1 oz of Festuca rubra molate to possibly grow between stepping stones/in small bare dirt patches in my backyard. The yard gets little direct sun in winter, more in summer, and is handwatered (no sprinklers). There is a large orange tree that drops leaves I rake up once in a while since it's still bare dirt.

Last winter I planted baby's tears, thymes, etc - but they all croaked when it got warm and the thyme was a bit too tall.

Anyone have experience with using this native fescue? I have read conflicting information about it being evergreen, or dying back in summer. I know plugs are expensive (makes me think they are difficult to grow from seed) there is no silver bullet for drought-tolerant ground cover in SoCal....but wondering if this might be worth a try?
