Suggestions to update yard

About three winters ago, I planted some (mostly)drought-tolerant plants. Some are doing very well, and some, honestly, aren't. I plan to remove the losers, and replace them with something else.

Doing well:

Graevillea rosmarinifolia

Cercis occidentalis (western redbud)

Dorycnium hirsutum ("hairy canary clover")

Dymondia margaretae

Arctostaphylos "Emerald Carpet"

Cistus salvifolius

Lavendula dentata

Scaevola Mauve clusters

Rosemary

Ribes sanguineum (though still no berries)

Hardenbergia comptoniana (in container with trellis)

Doing badly:

Achillea millefolium

Salvia rutilans

Penstemon

Helianthemum

Sedum sporium

Lavendula stocchas "snowball" (no nice white flowers)

Some spring bulbs and loads of Clarkia (reseeds heavily) also bloom in season, but their seasons are very short, leaving lots of bare ground.

With this information, can you give me some suggestions for replacement plants and plant to cover the bulbs? I'll probably plant more of the "doing well" stuff, but also want some variety
