Well, since I have no idea, and I live here in Sac too... I read this on his article. And I think it's a good thing to not have such a growth response, tends to make a plant weak and susceptible to disease and bugs.

Use about a half-inch-thick layer of fresh clippings (six to seven 5-gallon bucketfuls per 100 square feet), chopped into the top 2 inches of your soil with a hoe. Around here, farm supply places, or where professional landscapers get their stuff usually have alfalfa, cottonseed meals, etc.

This article is written for back east gardeners, who have abundant rainfall that leaches minerals out of their acidic soil. Our low rainfall climate leaves in place adequate minerals except for nitrogen. Our soil ph is so high that a lot of plants have trouble absorbing trace minerals like iron and zinc, so adding lime will only exacerbate the problem. While experimenting is half the fun of gardening, I wouldn't waste too much time and money on creating this fertilizer recipe, and I'd only spread it on a few test areas first, in case it causes problems that cant be easily corrected. The link provided is an article based on and in some cases directly quoting his book. Gardening when it counts: growing food in hard times. I am basing my plans on the book which offers variations in the recipe for drier climates. He does note in the book that the basic recipe is for areas that receive over thirty inches of rain a year. Obviously that does not apply to the Sacramento area which receives on average about 19.5 inches per year.
So, in short I did not plan to use the lime listed, but the seed meal is actually for the NPK content, as is the tankage, although I have not decided whether or not to use that or know where to find it. Mostly I am trying to go more inexpensively oraganic and also raise a large amount of veggies and as you said, this is mostly an experiment to try to find something that works for me and raises the most nutritious food possible.
For me the book was a very interesting read and recommended by the local "Garden Doctor" radio show host.
