Will ridding green bulb leaves kill the bulbs?

I have some bulbs I want to kill -- Ipheion. I can not get rid of them. No matter how many hours I spend in one little spot digging up hundreds of tiny bulbs, thinking I've gotten them all, a new patch springs up next season. I have also tried pouring boiling water on them -- to no avail.

Now I'm thinking of just taking the hoe and removing the leaves at the soil line, and continuing to do that whenever new leaves pop up. Since a bulb needs photosynthesis to produce new bulbs, I'm thinking that removing the leaves while they are still young and green will prevent new ones from producing -- and, hopefully, the mother bulb cannot be sustained without the leaves and will just die.

Has anyone tried this with success? I will try anything except herbicides.
