I may be mistaken, but if it is in the normal mint family, I think some skippers might use it.

My Wagner book lists the hermit sphinx moth as using members of the mint family, however I don't know of any hornworms/sphinx moth cats that make leaf rolls. Wagner also lists the crocus geometer, an inchworm, as being a generalist that uses mint, among many other plants, but, again, I've never heard of a geometer making a leaf roll - maybe some do.
I find all types of critters other than caterpillars in leaf rolls, especially small spiders. Some type of critter, I can't remember if it's a spider or what, makes leaf rolls that look like they've been sewn up, the "thread" is very obvious.
If I were you, I'd open the leaf roll just enough that I could see what's in there! :)

There are many cats that have that blue green with white dots mottled look - all of the ones in my books become plain moths. Does it have two small yellow areas on its head/mandible area? If so, it could be a white dotted prominent.

I took several photos and one does have the faint appearance of two white spots, close together on the head. I didn't realize the photos were going to be fuzzy, I suppose becuase the leaf and cat were both a little fuzzy. Thanks for you help. Now I may have the plant incorrect, but it has a nice aroma when you crush the leaves. This plant is a nice blue-green with tight flower buds/blooms and fuzzy leaves. All my photos of if are just stems as the cats have been busy eating it.
