It very well could be. One of the basic rules of safe home canning is that you usually cannot home can your own recipes. You have no way of knowing what the pH is, the density, or the processing time required. There are tested and approved recipes for most anything you want to can. Personal recipes are never recommended as safe unless lab tested. The risk of botulism is just too important to ignore. Home canning, especially pressure canning, is not something one can just jump into blind. It has a learning curve. I'd suggest you begin by first comparing your recipe to one of the approved ones in one of the approved canning publications or at NCHFP. The differences could be vital. Daconil/chlorothalonil is also used for spraying peach trees to prevent peach leaf curl. I now date my bottle when I buy it as it seems to last for 7 years but when I tried some that was 8 years old I had very poor results. I always hate using this stuff as so thick it is hard to even rinse it off my measuring spoons.

I should add that sometimes things can be oxidized slightly when combined with water. So it's possible that the strength of the stuff is compromised by mixing with water, but I have to believe, on the basis of the Cornell report, that there is still a lot of active ingredient left. You're absolutely right that the ready-to-use stuff is obscenely overpriced, compared with the concentrate. One would like to assume that the ready-to-use stuff is just concentrate mixed with water. I wonder what they dilute it with. Now, that being said, I see from the Garden Tech label that Daconil "Ready to use" is .087% Chlorothalonil mixed in with 99.913% "Inert ingredients".
