What's eating my Prickly pear cactus

Hello. I recently planted 3 prickly pears that are about 10 inches high with lots of new growth. There amongst large rocks on a hillside that is a good 15 feet above my lawn. I have had woodchuck problems and have captured two so far this spring. What is happening is that the new growth on all of them has been chewed. Would woodchucks be the possible culprits of this? I've sprinkled mothballs and have sprinkled the plants with cayenne pepper. Has anyone experienced this? Any answers will be welcome.

Thank you. Donald in Worcester, Massachusetts.
