Unfortunately, two extremes don't make a happy medium. Yes, the glazed pot was probably a bad idea, and soggy soil doesn't sound good either. I think you need to raise humidity but keep the rooting medium aerated. Fuchsias don't have stolons. Phygelius, which are often mistaken for Fuchsias, do. Fuchsias do root so readily that low-growing branches often take root; that is fairly normal; I don't think that counts as a true "stolon" tho. I'm not sure but I think they are capable of root-suckering too. I've had vegetative offsets mysteriously show up next to other plants, usually from broken branches but sometimes I suspect from me digging around the roots. Unless you are close to the Pacific (especially if you are in southern California) this does not seem like a good time of year to start Fuchsias, except possibly the heat-loving triphylla types like Gartenmeister Bonstedt (that's "Gartenmeister's" full name). Try to find as cool a spot as you can. If it is G. Bonstedt, try it again if she doesn't mind. One possibility are gel rooting mediums. Those are supposed to work well with Fuchsias (and apparently not so much other things), and they'll keep it hydrated. Oddly enough, gels or for that matter straight water are better aerated than soggy soil! Make sure the starts are kept in a SHADY location, like the north side of the house, and because California's humidity is generally quite low I think you'll need something like a coldframe or other form of protection to raise humidity. To answer your question your start isn't necessarily beyond hope. I always worry when they lose their only leaves but I've certainly had bare twigs root! Fuchsias WANT to root. hiten steps im surprised its been so hot all ready i feed my fuchsias with miricle grow twice a week this works for me toamato feed will do the same job both mary and gartenmeister are from the same grower in germany he was bonstedt may be your plants are in a to large pot this will slow them down to give flowers if they are starting to look tied in the heat i give mine a feed of epsom salts about a tea spoon per gallon of water this will give the folage a dark green look and make the flowers stand out when they do arive you will find that triphyllas do beter with pinching you get a busher plant and in the long run more flowers its up to you i would pinch and wait the extra six weeks till they come in to bloom good luck davew

It won't be winter hardy for you outdoors. It is barely winter hardy here in my mild zone 8 climate - some winters it will make it, others not. Cut back to 4-6" and store in an above freezing location...your garage or unheated basement.

Sorry, but not all fuchsias are seasonal plants. Some, especially those of the species magellanica, are quite hardy to zone 6 and in warmer zones become small to medium sized shrubs. 'Gartenmeister Bonstedt' is of the triphylla group, which tends to be hardier than most common garden hybrids - the "hanging basket" type fuchsias that are typically sold as annuals. It is certainly fully hardy in San Diego and grows there well. FWIW, it could be in bloom a large part of the year if given the right care. It would prefer a rich, organic soil and even and consistent moisture - not happy if allowed to dry out. It can grow easily in full sun if in a coastal setting (like San Diego) but better in part (afternoon) shade in an inland setting. And no worries about heat :-) Fuchsias for the most part are tropical and semitropical plants and thrive on heat - this type is often referred to as a 'Bolivian' fuchsia, although it is native to the Carribean. It will tolerate temps as low as 20F for a brief period, although should receive some protection in colder weather -- not sure how critical that would be in SD :-)) If the plant becomes too leggy, you should cut it back. This will result in more compact growth and increased flowering. Regular fertilizing with an all-purpose liquid (MiracleGro will work fine) during the primary growing season will be appreciated.
