Succulent THING ruining my fence

I have questions for anybody with an answer: My neighbors have a aloe/agave/god knows what growing on the other side of the fence that divides our driveways. It's been there for years, and is now growing under the fence onto our side of it, and lifting up the fence (and starting to break it) as it does so. Additionally, it's infringing on the limited dirt I have there, where I'd much prefer to plant something ELSE.

What would be the best way to remove and/or kill this thing on my side? The pups are only about 1.5-2 ft tall on my side, and the parent plants are about 5 feet tall on their side; an evil puncturer of air-filled-balls; generally painful to run into, and Very Sturdy.

Do I hack the snot out of it with a shovel? I no longer have a machete.... I highly doubt anything chemical sprayed on it would do a thing to it, it's too waxy on the leaves.
