Use cold frames for starting seedlings in the Winter?

Anyone use cold frames here for starting seedlings in the NorCal Bay Area? I am wondering if this is necessary to ensure I have succession plantings of cold weather crops like lettuce/chard/cauliflower, or whether we can direct sow without covering in our area? I don't get too much wind since I am in a flat neighborhood 30 min south of SF.

I started WinterSowing by plantings seeds in milk jugs, but my DH has volunteered to get out the circular saw that sits in the garage and to use it! Build me some covers for my raised beds, I said.....do you think I need them? He thinks I am just trying to keep him busy and we don't need them here. I want leafy veggies all Winter next year!
