Jade trunk growth and pruning

I have a couple questions regarding my jade. It has been growing well and is rather large. The trunk is about 3inches diameter. The plant seems to be growing leaves at the end of limbs but I would like the tree to look fuller. A couple limbs reach below the pot and are now curving and growing up. I was thinking of pruning but not sure if this is a good time since it is snowing and mid winter in Northern Illinois. I will try to attach pictures. There is new growth starting around the lower trunk. Should these be cut off?

Can these limbs be cut back were there is now growth to form new growth??? This plant was almost dead when we got it about 5 years ago. I am thinking of repotting also in the spring.
