Sedum burrito needs help!!

I've this Sedum burrito for three years. It's a nightmare for me in every winter. Last winter I put the pot on the floor and watered it every two weeks.It turned gray and almost died. Fortunately I cut it back and planted it again as cuttings.

This year with the past experience I hang it on the wall (Perhaps the floor was too cold last year) and water it just once a month. Last week part of it started to turn gray again. Today I cut back the gray one and planted it as cuttings again.

Now my questions are should I water it in winter? Should I water the cuttings now? Or just wait for few days first.

There's a house in my housing estate. They've a pot of 2 meters long Sedum burrito that hang at their window. I'm so envy.
