soil problems - seeking advice

I've got P. Vivax in the backyard and it's doing ok, but after a few shoots in early spring almost immediately after being planted, the plants have stopped shooting activity.

I'm assuming this is due to being in mid summer (i'm new to bamboo), but i was under the impression that i'd see new shoots throughout the summer (perhaps i was wrong about this).

but more to the problem ->

the set-up: the soil in the bamboo's bed has a high degree of clay in it, and the pH is very slightly acidic. in the process of planting, i tilled the soil to 30" down and added a healthy amount of peat to the bed (approx 35-40% of the material in the bed is now organic).

the problem: the soil remains somewhat wet, but the plants leaves are slightly curled all the time hinting that they're not getting enough water. after a vigorous 4 days of rain, the plants looked GREAT but the soil was sopping. my concern is the conditions allowing the plants to get the water they need will also lead to root rot.

can anyone shed some light on the situation??
