weeping cherry tree

I have a weeping cherry tree in its 2nd year. By the end of the summer the leaves looked burned and dropped its leaves pretty early in the fall. I thought it was okay because the new leaves were still there and looked pretty healthy, but now its the end of October and they havn't changed colors or dropped any leaves. Is it dead?

I don't understand the situation. Are you saying that leaves grew back after the tree lost many of its leaves, but the new leaves aren't falling off and so you think the tree's dead? Why do you think a tree with green leaves might be dead? Have you been keeping a check on soil moisture both around and in the original rootball?

The new leaves have always been there, through the summer and everything. It just looks funny with most of the leaves gone and then bright green ones, when to me, at the end of October they should of changed color by now.

"It should be unnecessary to point out that a weeping cherry is not technically a "fruit tree" despite the common name :-)" Well, yes, because it doesn't produce edible fruit. I should've been more specific. Since it is a prunus (likely a cultivar of prunus x subhirtella) it is a cherry/stone fruit, meaning it is in the rosaceae family. Most plants in the rosaceae family are disease and pest-prone (some more than others). This family includes fruit trees (even ornamentals) including cherries (prunus), plums, peaches, pears (pyrus), apples (malus), roses (rosa), and I believe there are a number of other ornamental and fruiting plants that I did not list. In other words, do not plant another rosaceae tree in place of this one, because there could be pathogens in the soil, and some left in the area from plant debris (leaves, twigs, etc.).

Yes, it is only the bolt upright ones coming from the straight trunk below the nest that has been formed by the cutting back of the weeping variety that are to be removed. And kept removed. In addition to a different orientation these will have a different thickness, leaves and flowers than the scion.

Earwigs are not causing this ... but they love cool dark holes and decaying plant material, so a hole in a tree is perfect in their books. I couldn't tell you what did cause the hole, though, or how much of an issue it poses. I would trim the peeling bark, so it doesn't continue to pull off and strip the tree further. Just use a sterilized sharp knife (x-acto knife or boxcutter is fine). A bigger issue that I see, or rather don't see, is the root flare. I think your tree may be planted too deeply. Remove mulch and soil from around the base until you find where the trunk starts to flare out ... that should be at the surface level, not buried.

If I had to guess what caused your tree's loss of foliage, I'd guess soil moisture problems. I wouldn't worry about the leaf coloration or when the remaining leaves will fall, but I would keep an eye finger out for proper soil moisture. Make sure the area around the rootball and the rootball itself stays moist but not wet. Use a finger to probe down into the soil an inch or two, and don't let the soil dry out at that level. Keep in mind that if the rootball is composed of a different medium than surrounding soil, drainage (and moisture levels) will vary between them. Proper mulching (not touching the trunk, not more than about 4" thick, and over as wide of an area as practical) will also help.

May not like your climate conditions very well, perhaps atmosphere is too dry for those there except where there is heavy watering over a large area (like a big lawn) or proximity to open water.

When I was at WSU in semiarid se WA state the only flowering dogwood I saw (in small town and adjoining university campus) was in an artificial island in the center of a man-made pond surrounded by building. Gave me the impression this kind of sheltered, more humid situation was required to grow such trees in that environment.
