how to plant bare root roses in tropical area

I have just received ome bare root roses I ordered from David Austin and Peter Beales. I live in a tropical area(south east asia), today the temperature is 85�F - 70�F(29-21�C). Is the weather too hot to plant bare root roses? I think in this temperature the roses are not longer dormant, and the roses can hardly survive. can anyone kindly give me tips on how to caring bare root roses in this weather, the soil i prepare is 90% peat + 10% perlite.
