How Not to Lose Garlic In Mild Fall Cold Winter?

If we have a mild fall season, then a very cold winter, I figure we may lose some garlic? What can we do to prevent that from happening?

I think the best we can do is to put on layers of mulch. Mulching now, or wait before winter comes?

I think a lot of growers had a very bad garlic this past year, from the cold and wet winter. Did some plant die because the green shoots froze?
