Eastern Redbud

2 years ago I planted what I thought was going to be a fab tree. Placement in full sun, (per planting instructions was followed) though now I've learned I should have provided more shade.I'm not sure when and where I should prune? What's happening is this; full thick foliage on the bottom, and now the top branches are completely bare of foliage, and looks dead? Should I simply hack off all of these leggy lifeless looking branches? How far down if so? And as far as all of the amzing growth on bottom? Is it best to prune most of this away. Currently my Eastern redbud looks like an overgrown bush with dead shutes sprouting out the top...So sad!
