Limbing up

I've heard that limbing up a tree will make it grow taller. I have a couple of trees that I planted 3 years ago that are remaining squat-looking. One is a Japanese maple (forgot the name but it has red bark in winter), and the other is an amur maple. Is this true? If so, when should I do it? Also, some of the top growth on booth trees is dying back. What does this mean? I wasn't good about watering this summer due to illness. Thanks for helping this novice tree grower!
