What does 'dying' garlic look like??

Hello!

Obviously, you can tell by my question that I'm a first-year garlic grower! I'm in zone 7, NC, and we planted softneck garlic in the fall. Our garlic has all fallen over, flat as a pancake, on the ground. Some of the stalks, at ground level, have a dusty blackness to them, but they don't seem to be rotting. It's only on the outermost layer. Some of the leaves are yellowing.

I know they must be getting close to harvest time. Is all of the above normal? (I know the yellow leaves vs. brown may indicate a nutrient deficiency...??)
