New Bed, Suggestions?

Hi rose friends,

I am taking out the Cute-Goat-eaten ivy on the chain-link fence in my big back yard and putting in shrubs that they cannot reach from their side.

You see, the lovely forty-year old pepper tree in the neighbor's yard is coming out, since it lost a limb right on to of the ivy fence, crushing it. There will be much more sunlight back there now, enough to grow roses. :) BIG roses.

I will have to put in some privacy shrubs to block out the motor-home breeding yards. I'm looking for fabulous suggestions for relatively low-care roses that would look good mixed with blue cape plumbago or the like (if you think of any great shrubs that grow to 14 feet and go well with roses, suggestions will be much appreciated).

Here is the area with the possible beds laid out with hoses. The island bed is pretty small, maybe six feet across? Should it have a bird bath or a rose on a tuteur?
