Need confirmation: Stem Gall vs. RRD

Leading Interior Designers in Columbus, Ohio & Ponte Vedra, Florida
Not living in an area where I see RRD but where I do see insect-induced galls, I assumed that these were stem galls. Now that I've seen some photos of stuff Ann thinks is RRD, I'm not sure what this is.
Help, please. These are non-native species roses in the Arnold Arboretum. I can check my notes to determine which, if that matters.

FWIW, we don't have this gall in the west. I've checked an outstanding field guide to plant galls from UC Berkeley press, and this one isn't in it.
As an aside, did you know that fasciation in some plants, such as we see in roses, might be a gall?
