Potassium and Phosphate - how much, and when?

Hey, everyone. Most of our roses are gleefully blooming at the moment, but I'm a worrier, and am thinking about winter.

There are several threads discussing the last date to fertilize, but when do you "winterize"? Do you use both phosphate and potassium? I am too lazy to dig through my master gardener notes, but I remember something contradictory, like phosphate promotes hardening off, and more flowers, or something.

Also, could you all comment on application rates? I have a potash that's 60, so presumably I need very little. It tells me I need a half pound per 100 "row feet"; so does that mean a sprinkle for each bush?

Also, do any of you use rose collars? We used them last year, to good effect I think, but Mgleason mentioned using a more open mesh. It seems like that would be better than collars, if the snow melted and then needed to evaporate. Thoughts on this?
