Multiflora rootstock bad?

Is is possible that multiflora does not do well in my area here in IL?

Everything that is grafted onto the multiflora looks bad, like the leaves are turning yellowish/lt green splotchy with red veins. All the things grafted onto dr. huey and that are own root, look fine leaves are green.

My soil does tend to be alkaline. I am fertilizing with some schultz's time release rose fertilizer this year.

Will they ever do well, with fertilizer/ amendments, or should I rip out and replace with all dr. huey and own root. They look really bad/sick.
