Clay soils come in many colors, ranging from the near white of Kaolin clay to a deep black clay. The same applies to sandy soils. Generally a dark colored soil would indicate the presence of organic matter, however I have seen black clays with no organic matter in the soil.

Back when Sir Albert Howard first wrote about composting it was thought that a "good, rich" garden soil was needed to innoculate the compost pile with the bacteria that would digest the material so Sir Alberts "recipe" was 6 inches of vegetative waste, 2 inches of animal manure, and 1/8 inch of that "good, rich" garden soil in each layer. today we know that all vegetative waste already has the bacteria that are going to digest it and adding garden soil is not necessary, and for the most part the bacteria in the soil are not those that will be digesting the material in the compost pile anyway.

Any organic matter just plunked down on a soils surface will, eventually, be worked into that soil and will change that soil but only over time and only if enough organic amtter is added.
