help with climbing roses??

I am fairly new to growing roses. This is my first climbing rose. These are called 'POLKA' they are in their 2nd year and so far they seem to be doing pretty good.

My problem is trying to figure out how to tie them properly to my trellis fence. I can tie the larger canes in the back by the fence just fine but the shorter canes in the front don't reach the fence and I don't want to force them. What do I do with these? To me, they are getting bushy and straggly looking. They are leaning forward and just waving around in the wind. Should I cut them back? I also have Guernsey Cream clematis planted through them. Although, they aren't in bloom yet.

My other question is...Do you cut the faded roses off or snap them off with your fingers? Does it matter?
