Do rose bushes go semi-dormant in the summer?

I live in San Diego, which is warm and humid in the summer, but not extremely hot like it is in the deserts. My rose bushes grow and bloom profusely in the spring, but come July, they just sit there and do almost nothing. I cut off any dead blooms, and even prune lightly if they are tangled. I feed generously and water regularly. Yet they hardly grow at all, and may put out only one or two small, insignificant flowers during all of July and August. In September and October, they come alive again. All of my roses do this (about 30 different varieties). One of my neighbors on the same street has plenty of flowers all summer. I can't figure out what he is doing right and I am doing wrong during the summer months. Any suggestions?
