blind shoots?

Some of you may remember that I overwintered my roses in pots in the garage and that I did everything wrong and a lot of my roses died. Well - of those that came back (only 13) I've had some producing buds and a few (very few)flowers by now. But they've been pretty slow; which is not surprising considering what they had to live through (covered in mildew in the garage, etc.). Now some of my overwintered roses are doing well (3 feet of growth), but have no buds/flowers. Do you think I should cut them back to promote new growth with flowers, or should I let them just grow? If I should cut them back - how far back should I cut them. We've also had about a month of rain which was preceded by a month of cold weather. We've had hail (size of marbles and golf balls) just last week. So they've been through quite a lot.

What should I do?
