White 'stuff' on white pine?

I'm hoping someone can identify this white fuzzy "stuff" that has appeared (relatively quickly, though it has been searing hot and moist and I haven't actually been outside a lot lately -- noticed this from my window today) on the bark of a white pine. It's out of my reach for the most part, but I was able to scrape a bit from a lower branch and it doesn't squirm and wiggle (though that was based on the naked eye -- I didn't have a microscope).

I am also hoping if someone CAN identify it, that it isn't something that needs spraying. This tree is on the edge of a native woodlands (mostly deciduous -- a few conifers like this) BUT it is also on the edge of bird and butterfly garden, so I don't want to spray anything toxic!

Any ideas?
