Sure looks like Double Knockout to me. The tie-dyed effect is just normal aging of this rose's blossoms, aided a bit by high temps.

It is a Knockout, but not sure whether it is a DK. DK does not have such flower clusters, and the blooms are bigger. Various kinds of DKs in front of the commercial buildings in my town and some houses too, and they are quite stunning. This is unfair: the fact that they are so disease resistant/long blooming/easy to care (e.g., no deadheading needed) makes it ubiquitous, thus making it hard to love -- not just appreciate -- these beautiful roses. Yes, funny human psychology. Roses should play hard-to-get too. :)

Too many petals for Knock Out, concur that it is Double Knock Out.

Maybe double red knockout that has faded somewhat in the sun?

They don't look at all like my two Double red Knock Outs. The blooms in that picture are much too large and full and blooming in thick clusters. No way that is double KO.

I have occasionally seen those roses at commercial establishments and have wondered myself what they are. Perhaps some kind of patio rose?

I've been pondering over the pic, just doesn't look like my double red KO, so I'm very unsure.

I see these kind of roses all the time here in Pennsylvania. Wish I knew what they were:(

I've started to look at the Double Knockouts around town with a closer eye. Many of the plants have widely spaced, single flowers per stem, but many plants have clustered flowers, typically seven flowers per cluster but as many as seventeen and the clusters are as tight as those on any polyantha. I suspect this difference is connected to how the plant is pruned, or maybe how it's sheared, and also on the stage of growth following pruning. At any rate, I wouldn't bet the farm that Jem's roses are Double Knockouts but that's still my best guess.

Scarlet Meidiland. There is a large grouping of it in front of an office nearby, but I forgot about it until I drove by today.

It looks like Cinco de Mayo to me.
Scarlet Meidiland has smaller flowers than on the photo.
