Die back after flowered; no dieback if not flower?

I have noticed that my perennials do not die back when they don't flower, but die back after they flowered. Is it normal this way. my first year Stella O'ro Della, Hollyhocks, daylily, and others pretty much all do that.

If I want an annual plant to live years, I pitch the buds before it starts flowering, as long as it's hardy enough, right??
