Where to put flats? And Plants that Dislike being Transplated?

I live in Iowa and there is snow everywhere. I have my milk jugs filled with dirt, drainage holes, and cut. No seeds plated though. I am concerned about where to place them. I have seen people put straw around their flats, is that ideal? The Wintersown site says she put hers on a Picnic Table, but there are drainage slats on a picnic table and I do not have one. My husband suggested putting down a piece of cardboard between the milk jugs and the frozen ground, is that a good idea?

Also, does anyone have a list or know where to find a list of plants to NOT transplant? I have read Chervil and some others do not want to be transplanted. It would be really convenient to have a list. It is tiresome and sometimes difficult to find out if every seed you have dislikes being transplanted.
