Cypress tree cuttings (small) -- OK as mulch?

The neighbors behind our house have a row of tall Cypress trees right up against our back fence. When the trees are trimmed, many of the cuttings fall into our garden along that fence. I toss out the bigger pieces, but I'm wondering if the small pieces (1-2" and smaller) are OK to leave on the soil as much. We don't like that the cuttings from their trees fall into our yard, so I'd like to make lemonade out of this situation if possible. :-)
