Please help identify white fuzz on Canadian Hemlock

An arborist told me what this stuff was, but I forget. He said that if it was not treated it would eventually kill the tree. 50% of needles on affected branches have fallen off. He had suggested an Imidacloprid soil drench, but said that that might lead to mites. Since the affected branches are low and contained in a small area, I was wondering if a spray might work. So can anyone tell me what the target pest is called, and if a localized spray treatment on just the visibly affected branches would work? What type of spray?
