Try spraying some Eucalyptus oil on it. No soil repells insects unless you add insecticide.

All soils are organic, but buying something called "topsoil" from a big box store is usually an exercise in futility since the only definition of "topsoil" is that it is the top 4 to 6 inches of soil from someplace. There is no definition of what "garden soil" might be so do not allow labels to determine what you buy.
If you need to purchase some soil buy a small quantity and take a good look at what you did buy and determine if that is what you want. Good soil, loam, is about 45 percent sand, 25 percent silt, 25 percent clay, and 5 percent organic matter and I would use that as my criteria when looking for soil for my garden.
A simple test can be used to determine if that soil is something you want.
1) Soil test for organic matter. From that soil sample put enough of the rest to make a 4 inch level in a clear 1 quart jar, with a tight fitting lid. Fill that jar with water and replace the lid, tightly. Shake the jar vigorously and then let it stand for 24 hours. Your soil will settle out according to soil particle size and weight. For example, a good loam will have about 1-3/4 inch (about 45%) of sand on the bottom. about 1 inch (about 25%) of silt next, about 1 inch (25%) of clay above that, and about 1/4 inch (about 5%) of organic matter on the top.
I know of no soil that will repel insects and grow plants.

A healthy amount of organic matter should not attract termites. If you are in an area where termites are typically a problem, you should get your house treated.

Wood mulch may be more of an attractant than soil organic matter.

What you're actually asking, though, is how to get a bag of soil that's what you want. It varies so much by region and season that the best way is to find a broken bag or make a tiny hole in one to see what's in there. Compost and topsoil and garden soil bags can vary quite a bit. I've seen 'topsoil' that looked like compost, and I've tested 'compost' that was 10% by weight organic matter, so it was essentially soil.

You mentioned the soil mixed with the sand is good. Can I add the natural soil and mix with sand? I see the Home Depot and Lowes have the sand to sell. Thank you for your answer.

While termites may be found in woody mulches these mulches do not attract them. Perhaps this, from Iowa State University, might be of some help.

A good quality commercial topsoil mix should not need sand or anything else added to it. If you're starting with native soil, it's impossible to recommend what to add to it (if anything) without knowing what you're starting with (sand, silt, clay or a combination). Kimmsr's post was about finding out what you have first.

You can use the test outlined above to test the native soil as well as the bagged soil labeled "topsoil" sold in any store or the bulk stuff sold by "landscape" supply houses, any soil.
