Replacing lawn with vegetable garden

I am going to remove one side of my front lawn and replace it with raised beds for a vegetable garden. It's the sunniest place I have, and I'm on the coast and it's the least windy!

My question is what is the best way to go about it.

Should I till this fall and fertilize the whole thing, then make the beds? Should I just put the beds on top of the lawn and fill with good soil?

The soil the lawn is in is pretty bad and thin.

I would like to eventually get all the grass out from between the beds so it's not a maintenence problem
