Wheel Horse Drive Belt slipping

My 1981 Wheel Horse, 5 speed, twin 18 tractor, Model No. 02-16BP02-10281, is slow to take off in third gear, and when put under stress, won't move. 1st and 2nd are ok, 3rd is as I have said, 4th and 5th are non-existant. I replaced the drive belt with Belt No. 108427. It seems too loose, even with the tension pully. I initially tried an after market belt by measuring the one I had taken off, reduced the size by 1 inch, but I could not get it on. There is just no way to get my hands in a possition to feed a belt on the pullies if the belt is tight. So, I ordered the OEM belt and got it on with a little effort, but it still seems too loose and now even 3rd gear will hardly work. Any suggestions? There are no adjustments that I can see for the pully on the differential or on the engine. Merry Christmas.
