Moving a old rose

My FIL just passed away last October, and we have sold his house. The buyers are going to dig up all the roses that are there and actually throw them away. There is a rose that has the biggest, deepest red blossoms, and it was very special to my husbands mom and dad. I want to move it to our house, but it is in full bloom and I have to move it by the 21st of June. How do I do this without shocking it and making sure that it will survive? I know that I need to dig a big root ball so as not to disturb it too much, but should I cut it back or leave it in blossom? I also live in a part of Washington that is cooler than where the bush is right now. Is that going to make it harder on the bush?
