Yoshino Cherry...top half died suddenly.

Planted a cherry tree in April, seemingly was doing great, after a particular windy day the leaves started looking wilted and now the entire tree has dark brown wilted leaves covering it. However, the bottom of the tree just a few inches above the ground has vigorous growth with several new sprouts.

Is the top a goner? Will it grow leaves next season? The tree is about 8' tall but no growth is above 3'. Anything I can do to help the situation?
