How to hydrate a dried out raised bed

I just inherited a small raised bed in my back yard. The walls are made from brick, and it is about 9-12 in deep. The people who were gardening there before did not keep it up very well, and now the soil is extremely dry, practically dust. I think that it does have organic material in it (I see fibrous particles in the soil), and I also added some store-bought topsoil to it. However, it is still really dry and powdery.

I started to just hose it down with a thumbspray from the garden hose, but I think that it basically just turns the top inch or two into muddy slush, after which the water starts to run off the top. I also figure that this would produce a crust at the top but not get the soil deeply hydrated. IS there an easy way to get the soil uniformly moist throughout? Do I just need to spray then mix the sludge together with the dust, repeating several times? Perhaps laying some burlap on top of the bed then spraying through that would work better?
