Ailanthus roots; HELP!

A rental house 3 doors down from us has a 40-plus foot Ailanthus altissima growing in the front yard. It sends large roots horizontally across several yards and into my terraced beds. One large root goes under my stack stone wall and sends out masses of adventitious roots that every summer form an impenetrable mass, killing off most of my perennials; only the shrubs can withstand the assault and even they are negatively affected.

Each year I have to dig down where I know the large root enters my yard (my neighbors' yards are also affected, but not as badly as mine) and cut it, but to little avail. I'm worn out and tired of battling this. I need to do SOMETHING to kill this root.

Anybody have any ideas? I'm desperate.
