Heritage Birch problem

Last year I bought 2 Heritage Birch trees - multi stem.

This season, neither one leafed out. The trunks seemed pliable

but no buds. Then both trees started to have suckers

at the bottom of the stems. The stems are only about

the width of a large crayola and they are both about

5 ft. high.

SO, what to do??

Replace them? I don't know why they both are suckering at

the bottom or why neither one leafed out.

Should I try to save them?

I hate to spend the money on two more trees, but I really

really love the looks of this mature tree and was/ am

looking forward to them maturing in a few years. I hate

the thought of starting over.
