HELP!!!! Larvae Infestation of Weeping Cherry Tree

Hello!

My weeping cherry is three years old, and this spring I noticed the tree seemed less hardy with less blossoms than the previous two springs and some dead branches.

Today, after some examination, I noticed little bright white lumps or dribbles (encased larvae?) attached to some of the leaves.

Any idea what insect this is and how to safely (non chemically) protect the tree? Maybe insecticidal soap?
